Annual performance appraisal report (APAR) of govt officer has a point of assessing the attitude of the officer towards weaker section of the society.

When we have an attiude of compassion towards weaker section of the society only then we can understand their problems and needs better and holistically leading to a comprehenive plan to include them in mainstream of our society which in turn can ensure a better society with participation of a larger mass / talent / group of people for advancment of our country.
